Dear Miss Gladman:

    I have your letter about the HEW matter. It is not clear to me what it is about my statements which has so aggravated you since I have said very little on the subject pending conclusion of the discussions with HEW. Perhaps it is the fact that I have said little that concerns you.

    The HEW letter to us is filled with names and alleged facts. As a matter of policy, I am told, they do not release such letters. We do not think it is proper to do so, and we are frequently criticized where there is a chance that someone's name or facts pertaining to his job will be released.

    There is a clear and unequivocal policy at The University of Michigan against discrimination on the grounds of sex. There are in existence grievance channels through which an allegation that the policy is being violated can be processed. We have and will take a firm position against any recrimination because a person files such a grievance.

    We are going to discuss the overall policy with HEW next week. I am hopeful that some kind of an agreement can be worked out which can then be publicized.

    In the meantime, if you have specific allegations of discrimination I will be glad to know of them and to see that they are investigated.
