Dear Bob:

    Chuck Kidd and I have discussed the problem you presented to me in your letter about the absurd application of The Fair Employment Act to the University of Michigan by the Regional Office of HEW. He has told me about the discussion of the matter you had at the AAU meeting. He has in the mail now an inquiry to his member institutions about experiences comparable to yours.

    Chuck and I have learned to cooperate in these matters to avoid duplication of effort. It seems to me not important for us to solicit the same kind of information from our members now. Chuck will turn over to me any replies he gets before the annual meeting of our Association. I do believe it is important for us to take these samples of experiences as the basis for a presentation of the problem to the Executive Committee by yourself. When we are adequately prepared we ought to have a full discussion of it with Secretary Richardson.

    Perhaps ultimately we will have to take our problems to our representatives in Congress. They provide a peculiarly receptive audience to complaints about bureaucratic excess.
