Dear Mrs. King and Mrs. Yourd:

    The name of the person to whom the HEW letter was addressed is Donald Scott. His title is apparently Civil Rights Specialist, Office for Civil Rights, and he is in the Chicago office of the Department of Health, Education and Welfare.

    I do not understand that Mr. Scott's letter was written for publication. We expect to release the substance of it at the time we respond more fully, and the substance of our reply will also be released.
